Hugh is loud, obnoxious, and likes to drink a lot.
He was dishonorably discharged from the law enforcement that was put in place after the apocalypse hit, and he did not take too kindly to it. He drinks a lot, and he bullies people around. He takes what he wants by force, and doesn't think twice about doing so. In fact, he doesn't think too much at all.
You can find him usually stealing from any place that serves/has alcohol, or you can find him breaking into residences in broad daylight (usually older residents occupy them, so sometimes his intelligence isn't as low as many think). most people are intimidated by Hugh, because he does mean to harm you if you happen to get in his way
